Subject: The cars
The cars are: On the left, 1959 Chevrolet Station Wagon (White), next to it is a 1957 Ford Thunderbird (Kind of grey), on the right a nice 1957 Ford Fairlane (Blue and White). I sure can't figure out the location, although as someone mentioned the Albatross Restaurant, it sure does have a white A l and what looks like a b on the red sign. Watching the cars that go by, I would place the year of this film at 1959 or 1960.

Subject: Aspect Ratio incorrect
As previous commenter notes, aspect is wrong. I'm applying no rating though, as this post is only to add a possible clue of origin.

Slate seen briefly at the beginning shows the names Quine and Lang.

According to IMDB, Richard Quine was a film and television director/producer active between 1948 and 1980. During the late 1950s, he worked with cinematographer Charles Lang on The Solid Gold Cadillac (1956, aspect 1.66:1), Strangers When We Meet (1960, aspect 2.35:1), and two more films in 1964 (Paris When it Sizzles, Sex and the Single Girl).

This might be from Strangers When We Meet.

Subject: Aspect ratio
This is coming through to me with the aspect ratio screwed up; it appears to have been shot in Cinemascope, approx 2.35:1, but it's only stretched to what looks like 1.85:1, leaving everything squished horizontally. This is via both Flash and html5 viewers online, in two different browsers, as well as the 720p download.
